Introduction
This year the Queensland Institute of Senior Education Officers has
taken the initiative to enter into a strategic alliance with Education
Queensland's Learning
and Development Foundation to conduct a conference that focuses
on the QSE 2010 concept. This collaboration has meant that the program
is directly relevant to the role and responsibilities of senior officers
in the Education Portfolio.
For education managers the Conference has the potential to be a watershed
event that improves knowledge about and commitment to the 2010 concept
and its implementation.
The Conference program has been developed in close cooperation with
key leaders who are concerned with raising the awareness, understanding
and skills of departmental managers about the strategic direction, plans
and priorities embodied within QSE 2010. The Director-General, Mr Jim
Varghese, has given his support to the Conference and is a keynote speaker.

Conference goals
The intention of the Conference is to:
- encourage dialogue about QSE 2010
- promote engagement with issues, proposals and possible success
strategies
- foster the building of relationships within and across departmental
agencies and
- improve alignment of products and services needed to support the
implementation of QSE 2010.

Key outcomes and messages
The Conference will afford participants the opportunity to:
- understand some of the economic, demographic, industrial and 'social'
drivers affecting Queensland communities;
- understand the role of education in shaping our future society
and economy and the contribution that the Education Portfolio must
make to achieve the Government's priorities in the development of
the Smart State;
- appreciate that QSE 2010 resulted from extensive research and data
analysis and wide consultation;
- acknowledge and celebrate the optimistic and forward-looking view
of QSE 2010 that is based on the central importance of education;
- be brought up-to-date about recently-released documents, resources
and developments relating to QSE 2010, their inter-dependence and
how they are intended to achieve the required outcomes;
- be informed about key initiatives and have the opportunity to provide
information and advice on shaping future action;
know about and be able to use the 'Three Frames' management process;
- identify significant issues for QISEO to bring to the attention
of the Director-General and other senior officers;
- get to know their colleagues better; and
- have some fun.

Conference program
Tuesday evening - 5:30 pm, Ground Floor, Education House:
President's Reception - informal networking, QISEO welcome to
the conference, introductions, drinks/substantial refreshments and entertainment.
Wednesday morning - 8:45 am, Carlton Crest Hotel:
This section of the conference will establish the context for change
at whole-of-Government and departmental levels and clarify the cohesive
roles and relationships between these levels.
Dr Glyn Davis, Director-General, Department of the Premier
and Cabinet will set the scene in terms of the economic, demographic,
industrial and social trends and conditions that have affected the development
of the Government's strategies. This session will address the need to
build community capacity, refer to the links between the Government's
priorities and the role of State educational authorities and institutions
in contributing to their delivery and make the connection between the
Smart State concept and the Queensland State Education-2010 strategy.
Mr Russell Bricknell, Manager, KPMG Consulting and Mr Ian
Cosier, Principal Adviser, Strategic Policy Branch will set the
context for change within the Education Portfolio. A key message of
this session is that the Education strategy is based on research data
and findings from extensive consultations. The latest developments in
this area will be explained.
Ms Sandra Golding, Principal Policy Officer, Strategic Policy
Branch will address the implementation of QSE-2010 and the Strategic
Plan 2000-2004. The session is intended to inform and clarify the role
of the various 2010 documents and show the inter-relationships between
them. It will also describe the nature of the various stages for implementation
activities and outline opportunities in which conference delegates may
be able to participate in them and influence future directions.
Workshop activities will be integrated within these sessions.
Wednesday afternoon:
The focus in this afternoon's sessions will be on current initiatives
that have evolved through the 2010 strategy and that embody its central
tenets. Sessions are likely to address:
- New approaches to curriculum, teaching and learning
- Learning and development opportunities - Staff College
- Pathways to post-school destinations
- Transforming teaching and learning through information technology
Presenters will outline an initiative briefly. This will be followed
by opportunities for participants to consider issues, impacts, implications
and recommendations. Participants will self-select two out of four sessions
according to areas of interest.
The closing session of the day may be organised around workshop groups
selected according to work functions where participants can synthesise
views on 2010 features discussed in the previous session. They will
also be able to consider implications for their work group's operation.
Wednesday evening - 7 for 7:30 pm, Carlton Crest Hotel:
Conference dinner, featuring Hot Mambo, a ten-piece Latin show band
- entertainment and dancing; drinks included.
Thursday morning - 8:30 am, Carlton Crest Hotel:
Mr Jim Varghese, Director-General of Education will present his
vision for school education in Queensland and the implementation of
QSE 2010. He will also explain the 'Three Frames' process for planning
and monitoring progress on the 2010 implementation and discuss how this
may be used.
The session will incorporate opportunities for participants to understand
the processes involved and to gain some personal experience in applying
them. The Director-General will be available for informal conversations
over morning tea.
Performance, alignment and relationships - short presentations
on particular aspects of the 'Three Frames' process from other organisations;
e.g. Main Roads, Dept of Primary Industries and BCC. This session will
also include workshop activities related to the presentations.
Thursday afternoon:
The focus in this afternoon's sessions will be on future directions
for QSE 2010 initiatives. An initial presentation incorporating
aspects of cultural change, alignment, community partnerships and differentiation
will lead into workshop activities on what impact initiatives of this
kind will have on roles, relationships, structures and services for
various organisational groups.
Friday morning - 7:15 for 7:30 am - breakfast at the Carlton-Crest:
Breakfast will conclude with short presentations on issues identified
over the previous two days by conference observers. This will lead into
a session in which delegates will be asked to clarify issues that QISEO
should raise with the Director-General and other senior officers. It
is also intended to discuss the role that QISEO can/should play in implementing
QSE 2010.
Organisational Health - Stress, Humour, Health and Work, a presentation/workshop
on the welfare of individuals in a corporation. These will be light-hearted
sessions (but with serious content) facilitated by Patricia Cameron-Hill
and Dr Shayne Yates (http://www.chy.com.au/).

Social events
- The President's Reception affords participants an opportunity to
meet prior to the Conference on Tuesday evening 17 October. Entertainment
and substantial refreshments are provided. The Minister and Director-General
have been invited to the Reception that is to be held in the Ground
Floor Conference Room of Education House.
- The Conference Dinner promotes social interaction, facilitation
of friendships and unity among participants. As usual, the entertainment
will be extravagant and colourful. Conference participants are able
to bring partners to the Dinner. Liquid refreshments are included
in the cost of the Dinner. The Dinner will be held at the Carlton
Crest on the evening of Wednesday 18 October.
- The Conference Breakfast will afford an opportunity for reflection
and consolidation of Conference messages and will be held at the Carlton
Crest on the morning of Friday 20 October.
